He used blue pencil to underline important things and to check and accept promotions, and red one to mark important things and reject promotions. In this case the promotion was accepted, since Himmler ticked the document with a blue tick of approval in the upper right corner. The documet has 4 pages and inside you can also see that some important information is also underlined in blue pencil. So Himmler not only signed the document with dark blue ink pen, but he also used his famous blue pencil all over the document! By Himmler's signature there's also a kind of number or code that matches the ink of the signature, which lead us to think that it was also written by himself.
