He seems to be a bit puzzled while using the tool, and at the same time some German soldiers are laughing at him as bystanders. There's a text written by photo that says "Ein sich ganz besonders dumm anstellender Jude", that could be translated as "A true stupid self employed Jew". Attitudes like this depicted in this photo was very common among German occupiers when they use Jews as slave laborers, so that they could denigrate them and at the same time insult them.
